After much discussion with gg we have come up with the best we can do is to make sure to upgrade our Arch build system shortly before we create the end of the month Cinelerra-GG build so that at least it will be in synch for sure that day. For us when doing the 18 or so different Operating System distro builds, Arch is "special". Currently Cinelerra uses 64 libraries for a dynamic build and 40 libraries for a static build so with Arch's rolling release any one, two, three, or 64 could change at any hour of any day at any time. The only 100% reliable way to create a consistent Cinelerra package deliverable that is 100% in sync with all of the libraries on a continuous basis is for the Arch developers to maintain the package build.

At least I have changed the website installation instructions to read as follows. If better instructions are necessary, it would be good if an expert user could write them down for me to use.

NOTE: the first line updates your Arch system to the current rolling release and the second line updates Cinelerra-GG based on the rolling release that was in effect on the last day of the month. Please complete these 2 steps in order, one right after the other to avoid the risk of a partial upgrade. Due to the unpredictability of when Arch libraries are updated, performing an install of Cinelerra at any time other than shortly after the last day of the month when the new build package is created, could lead to library incompatibilities. In that case, please consider using the Arch static tar file for installation instead.

I don't see how we can ever get this in sync based on the information in the Arch URL which states:

"That means when new library versions are pushed to the repositories, the developers and Trusted Users rebuild all the packages in the repositories that need to be rebuilt against the libraries."

...so if Arch releases a new library version on December 20 and our last build was on November 30, then anyone who tries to download the November 30th build on or after December 20 will not be able to correctly use the CinelerraGG Arch build until a new build is done on December 31st. There is no way we can watch the Arch distro on a daily basis and rebuild Cinelerra at that time since the Operating System we use is Fedora. I wonder how the people who maintain packages in the AUR keep up? Maybe it would be better to have users do their own builds but that may be difficult for most people.

I have to have gg read more about this and see if anything better can be done.
